“We are removing financial barriers so that the people who build the software can also influence the standards that define how the internet operates,” said a STA spokesperson. The agency aims to inject practical, on-the-ground expertise directly into working groups that shape protocols and specifications.

Background: The Access Problem in Standards Development

While IETF, W3C, and ISO meetings are technically open, meaningful participation remains a privilege reserved for large tech firms that can afford the high costs of travel, time, and sustained engagement. Independent open source maintainers, who often implement these standards in real-world code, rarely have the resources to attend.

A recent STA survey confirmed the disconnect: “Many maintainers rely on these specifications daily, but almost none can afford long-term involvement,” noted the agency. “This pilot directly addresses that gap.”

“Maintainers know where the specs break in practice—they live that pain,” commented a standards expert not affiliated with STA. The initiative ensures that those voices now have a seat at the table, potentially making future standards more robust and implementable.

The program selects up to 10 maintainers for a one-year cohort running from mid-June 2026 to June 2027. Participants commit roughly 10 hours per week to standards work and receive a monthly stipend between €4,800 and €5,200, plus coverage of SDO fees, travel, accommodation, and onboarding.

How to Apply and Eligibility

Eligible applicants must be active maintainers of an open source project whose work relates to IETF, W3C, or ISO standards. No prior standards-body experience is required, and there are no geographic restrictions. The selection panel will score applications based on the foundational nature of the relevant standard, the intended work plan, the current perspective gaps in the working group, and the applicant’s maintainer background.

Applications close on May 19, 2026, at 11:59 PM CEST. Review and selection will take place in May 2026 with notifications in June. The program officially kicks off at the end of June 2026.
