This new designation goes beyond the existing partnership level to recognize providers that deliver exceptional technical quality, robust security practices, and adoption of Terraform’s most advanced capabilities. For end users, the Premier tag offers a clear signal of trust and cutting-edge functionality, ensuring that providers meeting these standards are equipped to handle complex, day-to-day operational challenges.

Why Partner Premier Matters for Your Infrastructure

The Premier tag isn’t just a badge—it’s a promise. Providers that earn this status commit to supporting at least one of Terraform’s latest features: Terraform search, Terraform actions, or ephemeral resources. These features, announced at HashiConf 2025, are designed to bring previously external Day 2 tasks into the Terraform pipeline, streamlining operations like configuration recovery, server reboots, and database management. By sorting the Registry with the Premier filter, customers can instantly identify providers that offer these advanced capabilities, along with ephemeral resource support for enhanced security.

This new tier also reinforces transparency. Premier providers must include a software bill of materials (SBOM) for their provider, making internal components visible and verifiable. This commitment to openness gives organizations confidence that the provider they choose adheres to best practices and will remain well-supported over time.

The New Standard: Qualifying for Partner Premier

Existing Partner Requirements

To be considered for the Premier tag, a technology partner must first meet all the criteria of the original Partner tag. This foundational level already ensures basic quality and integration standards are met.

Advanced Technical Requirements

On top of that foundation, Premier candidates must fulfill additional requirements:

  • Technical: Include a software bill of materials (SBOM) for the provider, enabling full visibility into dependencies and supply chain security.
  • Feature: Implement at least one of these advanced features:
    • Ephemeral resources (as a security best practice for temporary infrastructure)
    • Terraform search (for instant lookups within provider data)
    • Terraform actions (for imperative workflows beyond CRUD)

By integrating these capabilities, Partner Premier providers offer enhanced security, deeper control, and the ability to codify imperative workflows that go beyond the standard Create, Read, Update, Destroy (CRUD) model.
